I think there could be a generic PMC skin base to choose from - just like there is on Xbox or PSN.
The idea of loading in custom skins seems way too much - like Zitzabis said. I feel that perhaps the pre-set PMC skin-pool [submitted by skinners via a cool new feature I'm totally about to pitch to Paril] would be a great alternative for Xbox and Playstation Minecrafters. (:
And instead of placing your Minecraft IGN you could have the option to select pre-existing skins.
That would mean more load on the PMC servers. As is, it's set to draw from your IGN as linked through Minotar, which means PMC doesn't have to load that function or host the API.
My suggestion would be to just use someone else's name if you at least don't want a black square.

What if instead of putting your IGN in your account settings, you put in a skin file then it turns into your avatar in chat?
This'll also be useful for people that don't have Minecraft on PC and want to look decent on chat.
