Are Mods Really Cheating?

Correct me if I'm wrong, but a great number of minecrafters have, at one point or another used mods.  So, I pose this question: If creating stuff is a big part of a game, are mods cheating, or are they just tools?  Please comment with your opinion.  I know that this answer might change if you play survival or hardcore, and especially if you're on servers, so if you could also include that, it'd be great.

The only form of cheating would be giving yourself an unfair advantage over other players. Say, if you used a no void fog to pvp people that are mining at bedrock, that'd be cheating since they can't see you from a distance but you can. Or x-ray, since you can find blocks like that while others have to strip mine for them.

it depends on what type of mod you are using. 
like I consider x-ray mods cheating but I would not consider a weapons mod cheating as long as you still collected the items to build it.
that is my opinion

It's not cheating, they are open to the public for anyone to use. It's only cheating if you use a private griefing client :P
