Here is some of my opinion of how to not run a server.
Staff: Do not pick staff that fool around,have no plugin knowledge, doesn't work, doesn't listen, or is annoying to most players and staff (yes if someone is very annoying to everyone they only will make the server worse), and someone that is not kind,respectful,dedicated,grateful (yes grateful)
Server: 24/7 servers are more successful then servers run from the computer a.k.a your home P.C, Do not choose laggy plugins that glitch and are a hassle (when choosing plugins look at the comments make sure you choose a reliable plugin [Tip: If you have no-cheat make sure the notices you get are constant), make sure those plugins do not take up more memory then what you want it too, Tip: Get beta testers for your server make sure people like it before full release, Do not get plugins that contradict each other.
Map: Do not build buildings that aren't decent (your spawn building is the face of the server make it look nice), if you can not build get a pre-made spawn or map (make sure to include the builders of that map in your spawn), Make sure you keep server property a.k.a spawn protected, Do not allow for towers
