If you don't really want to put a load on your computer and internet but still want to make a server you should go with a host.
I found a few great hosts that would work for such a server.

These are the cheaper hosts for smaller servers just starting out.
GGServers: http://bit.ly/ggservershosting this one is cheap only $3/gb per month they have some pretty good DDos protection if you want more you can always make your plan premium. I really like their service I host my server through them my server should be public in the next month or so.
Hosthorde: http://bit.ly/1y1chGW very cheap unlimited RAM for just $26/month but not that good of DDos protection. I would recommend this for only the servers that are small that are just starting out but want a lot of RAM.
Mcprohosting: http://bit.ly/mcprohostings pretty expensive averages to about $10/gb. I would only recommend this if you have the money. I wouldn't use this until you have a established server I would go with the first or second one.
Beastnode: http://bit.ly/beastnodehosting Very good hosting cheap and affordable just had some bad ddos attacks when i had this host.

These are some plugins that are helpful

Essentials: http://bit.ly/essentialsplugins this is essential for your server.
Minetred: http://bit.ly/minetrend this can help you find trends on your server.
Factions: http://bit.ly/factionsplugins this is one of the genres that you can choose to have your server be.
Towny: http://bit.ly/townyplugins this is one of the genres that you can have your server be.
Groupmanager: http://bit.ly/Groupmanagerplugins this helps you make permissions for different groups.
May add more plugins later on.

I have had servers in the past, and i think paying around $5-10 a month for a external host is the best option, as i've self hosted before and it can be a pain, as from the permissions and Ddos attacks (rarely). Easiest option, External Host with Ddos protection.

I would also like to add that Full Effect Hosting is really powerful, I use it for my server and cheap, $8 a month for 25 slots unlimited plugins.
