Ok, first, you need to copy these files/folder from your minecraft.jar:
Make a folder inside of '/.minecraft/texturepacks', and put those^^^folders/files into your NEW folder
Then make 2 files:
The pack.png is the PICTURE that appears where you select your texture pack.
The pack.txt is the grey TEXT that appears next to the pack.png.
Feel free to edit these files!
HOW TO TEST AFTER CHANGING A FILE!
All you have to do is either
