This happens very often.Just hold down the windows key and press R. This will bring up a small page and if you have not done this before, it will be something there already. Just delete it. Then type cmd. Once you've done that and pressed enter resting it come up a little page there. There, type ipconfig. Then comes up big font and near the top it says ipv4 address and any numbers after. The numbers, type in the server ip and start run.bat again and the port is fixed.

I FIGURED IT OUT! If you ip is already set to none, but it still can't bind to port, port foward 25569 instead and change your server port to 25569!

Download the dedicated server from minecraft.net, then download portmap, open portmap and add a new port with the port 25565 or 25569 and the description 'Minecraft Server', then tick the UDP box, then click add mapping, then type the command used to start a server in 'command prompt (windows)' or 'terminal (mac)' (find it on the minecraft wiki, it is different for each operating system), and BAM server done.
