Different people are good at different things. Not everyone is good at everything and this is a fact, it isn't something to be ashamed of as it is irrational to be ashamed of being human.
Some people are naturally gifted athletes while others are fantastic leaders or public speakers, we all have our strengths and weaknesses and Minecraft is no different.
For some people building mega-structures that are infinitely detailed and dwarf mountains is a breeze. While to others creating something as simple as a quaint little home with a cute little fire place and chimney can be a mammoth challenge.
Obviously no comparison could be made between these two types of builds, they are at opposite ends the poles. Is this an excuse however, for the "better" builder to belittle the "lesser" builder? (I use those terms lightly as the definition of better and lesser are subjective.) The answer is no.
Can the "better" builder evaluate and provide the "lesser" builder with constructive criticism though? Of course! Constructive criticism is easily one of, if not the best method of improving your work.
I've been beating around the bush a little so far, so I will just jump straight on into my point.
Just because you might see yourself as a "better" builder over others, this does not in any way shape or form excuse you from being a dick. If someone ask you for an opinion they do not want you to be insulting and rude, they want you to provide them with Pros. and Cons. in a sensible manner and respectable manner.
If someone ask you to review a house and you compare it to a castle, then you are dick. That type of comparison is not something that can be made by accident, you intentionally compared their piece to something that is in an entirely different league and that is just flat out rude. Compare works that are similar to each other and when you do it be polite, you might not like what they have made and you can let them know that, it is the way you go about it that is key though.
Minecraft is a game, don't ruin it for others.
Just my two-cents.
Happy mining everyone!

The attitude you talk about is precisely what prevents people from posting their little cottage and garden in projects.
I want to see the cottages and little gardens out there... I judge them only on a single criteria... are they good little cottages and gardens.
I'd prefer to see a tiny cottage with care and thought put into it than a giant castle that's boring and generic.
But nothing excuses you from being a dick.
