All information/content in this article was found through research and my own hard work.

The cheat to use potion effects is /effect (player) (time) (strength)

-(Player) is where you type in the name of the player you want the effect to apply to.

-(Time) is where you type in the number of seconds you want the effect to last.
(If you put 100,000 [without the comma] in (time), the effect will last forever, or until you drink from a bucket of milk)

-(Strength) is where you put in a number to define how strong the effect is.
(The highest number you can use is 225)
(On some effects when you use the highest strength it reverses the effect; on jump boost, it makes it impossible to jump)

These potion effects can be put in Command Blocks and be used, for example, to give go along with a story. For example, if
you're making a server where you have classes, you could set certain classes apart with these effects; say, if there was a troll class you could give them mining fatigue to make them swing slow and strength to make them hit hard as you might imagine a troll would.
