Its not a java problem
Its your internet or your portforwarding failed or what ever you try to connect
Hamachine tungle or whatever it is the connection to that causes the
Connection to fail thats what they call a read time out
Your connection cant read the data what it is trying to download
Like the minecraft server its spawn it downloads the files you have in the world folder
If that doesent work it gives a read time out like for example alot of missing chunks
No loading of chunks by example /reload it causes the server to reload all the plugins
Thats causing lag also
The solution is first try to reset the world if that doesent work
Then call your company where you get internet
Your router might have blocked the connection check that also

You need to change the name of your default world. I have a hosted server, so it was quite simple
