If you are in Single Player, did you enable cheats? You need to enable cheats to use the commands.

When you create a new world click on the button which says "More world options..." and then click on the button "Allow Cheats: " to turn cheats on,

Okay so just create the new world with cheats enabled and exite minecraft,

type %appdata% in the start menu and click on the .minecraft folder, then follow these steps;

1) Open up saves
2) Open up the new world you just created (You should now see some files named Data and region and other random files, delete all of them and open up the file you downloaded (The one you downloaded from Planet Minecraft) and opne it up, you should now see all the files named "Region" "Data" and so on, place all of those files into your new worlds folder (the one you just created). Close it, open up minecraft, choose the map you just created and you should have the map.

Have you tried TooManyItems? That is a mod which enables you too spawn in items in-game and also change your gamemode, you can find it here; http://www.minecraftforum.net/topic/140 ... it-aug-16/
