Don't have permission to commands. I am the server OP.WTF?
My personal minecraft server that I use for creative building is telling me that I do not have permission to use the /give command when trying to get an item that is not in the creative inventory. I have been playing minecraft and using this server since February 2012 and I have never had this issue. I double checked to make sure that my name is in the ops list and that server properties are all set up correctly. I cannot seem to figure out what is wrong. I did recently switch to the 1.4.5 client with the minor bugfixes and I am using the 1.4.4 server which Mojang specifically said is ok to do. Please help me figure this out so that I can get back to building my city.

I'm guessing you are trying to give yourself the command block? It's one of the FEW blocks not available in the creative menu along with the dragon egg and end portal. The command block was introduced in 1.4 & 1.5 which is the version you are running.
I'm running a Vanilla server as well. I'm sure you are tired of hearing this but...
First turn off your server. Open your ops.txt file in notepad and make sure that the ONLY text in the file is your player name.
Then start the server back up... and try to give it to yourself again.
IF that did not work I have a few more ideas for you to try.
#1: Maybe you are using the command wrong? Try this... /give YourName 137
#2: The command block also has its own server property within the server.properties file. Check to see if this is in there... enable-command-block=true
If that line is not in there then turn off the server add it, save, restart server and try again...
#3: If it is still not working make sure that creative mode is on. The command block only works when you are an OP and have creative mode on. Type: /gamemode creative YourName
If none of these things are working... you probably aren't trying to give yourself the command block and you are trying to give yourself an item that doesn't exist in your version of Minecraft. I'd say update both your client and server to 1.4.7 and try again... There are also quite a few "NEW" items that aren't out yet and are only in the snapshots leading up to 1.5. If its just you on the server it wouldn't hurt to visit mojang.com and download the most recent snapshot either.

Just do the command with the console.
You can figure it out later, just get back to building your city!

Try doing /give (your minecraft name) (item id) (how much you want) If you didn't do that...

Open the server.exe
OP yourself through the chatlog on the right hand side of the window.

Ya, add yourself to the ops file, and then restart the server.

Thats how you do it..
1
Note that in doing it this way, you must stop your server first before editing the file.

try using the console to do /op (IGN) see if that works.

Ik now how it works! You have a Rules.txt with your server folder and there in the note is op= (empty)
you must to type your mc name in like this sample :
OP= Minecrafter1995
Then your op and you can do creative and use every command you want!

Hmm, I say just use the commands inside the jar you open if it doesn't work.

Try to do /i 45 or something like that. if not go straight into console and do the give commands usually works.

Is it bukkit with the permission plugin?

It is not a bukkit server. I is a simple vanilla server using the server.exe
