it is not against EULA. The reason for this it is the Dev's code not mojang's.

You can pay someone to make a plugin because you are paying for their service. You cannot sell pre-made plugins to people.

Plugins are Mods, as they modify the game to add ability or content like comands.
So plugin makers can charge for their plugins.
