having more VRam then you need doesn't help.
And having two cards doesn't add more usable vRam because the data on both cards has to be the same.

You don't need a second GPU for another monitor.

Usually, you don't. But it you want to go even further to 3-4 monitors, you do.

Not necessary, because AMD GPUs have a lot of VRAM. But expect a small FPS loss because of 1 GPU for 2 monitors.

Depends on what you do on the other monitor. If just basic things (web browsing etc) 5-10 FPS. If gaming/rendering on both at the same time, 20-25 FPS.

Get the XFX r9 290. The ASUS cooler, while still being a good cooler, was designed for Nvidia GPUs and thus isn't as effective as some other models.

I'll link you a build that is a bit cheaper than Shady's, and it's got no issues with updating the BIOS, which can be a tricky thing and may turn your motherboard into a paperweight if you choose the wrong one.

I changed the Wi-Fi adapter, which is good because it frees up a USB slot. I also got rid of one of the 290s - you won't really need crossfired ones on a single monitor, especially if it's 1080p or lower. I also changed the CPU. It's a little slower, but it's cheaper and avoids the issues of the BIOS update. Hopefully that helps!

I personally own a windows 8 computer and yeah the streamline qualities you see in windows 8 just aren't there, even I think so. I mean, yeah I do love it, but Windows 7 is still my favorite... On the other hand Windows 8.1 fixes this, it does it's absolute best to fix everything windows 8 had wrong with it, this includes not having windows media player (for what ever reason), also that annoying feature that you can't find the fricken' power button on any menu unless you go to start swipe across the right hand side, then click settings, THEN you can see it...

Point being: Windows 8 sucks so much, I'd rather use XP, however, simply go to the store on your windows 8, and get the free update to Windows 8.1, VERY much worth it..

(Also, windows 8(.1) lets you get just about all of the Windows phone apps for your desktop, so that's a plus.)

You can get a H97 motherboard for that much money. You don't need 12GB of RAM. 8 is enough. With the money get the motherboard. You can go for a cheaper case. The Wireless Network Adapter is overpriced. So is the keyboard. With the money you can save from these things, you can go for a 80+ Silver or even gold PSU.

-The 4690 might need a BIOS update to work with the mobo so I went with the 4670 to avoid that.
-Cheaper mobo that will be fine for you.
-Cheaper RAM.
-A SSHD is a HDD with a small SSD used for cache. It loads commonly used files in the cache to help increase speed. However, a HDD plus a SSD is far superior and your budget more than allows it. This way you can put your OS and some games with a lot of loading screens on the SSD to decrease boot and load times and put other files on the HDD.
-Crossfire 290s is very overkill for you needs. That is for 1440p/4k/triple 1080p monitor setups. Honestly, you would probably be fine with a 280x is BF4 is the most intense game you will play.
-The Phantom 530 is cheaper and will still be fine. However, you don't need a full tower case. a Phantom 410 would be more than enough.
-A 750 watt PSU is overkill for a single GPU.
-Cheaper optical drive since you never stated that you needed blu-ray.
-Better wifi.
At this budget you should get a mechanical keyboard.

Everything in this build is from Germany. If you decide to get this build, then everything will be shipped from Germany. Also I went with a red/black color scheme in this build, so if your mouse is either black or red, that would be cool.

Please answer these questions

What is this computer going to be used for?
List what you will be doing with your computer.
What is your budget?
Include amount and currency.
Where do you live? If in the US, do you have a nearby Microcenter?
Your country lets us know what sites you can order from. If you have a nearby Microcenter they have some great in-store only deals that you can take advantage of.
What is included in the budget?
Things like the tower, the OS, peripherals and monitors.
Will you be overclocking?
Overclocking will require different hardware than a non-overclocking build so we need to know this.
Will you be reusing any parts?
If you are reusing parts list them here.
What OS do you want?
Say which OS you want or say if you already have a copy of one.
Any specific case preferences?
Size, color, etc.
Any other special features that you want in the build?
Stuff like an SSD, large hard drive, RAID, and wifi
