I want a computer with at least:
- 16 GB RAM,
- 1 or more 1 TB Hard Drive,
- 1 Solid State with 256 GB or more,
- No taller than 20", and no wider than a foot,
- A KEYBOARD(sorry lol) WITH the volume up/ down/ mute buttons and the number pad,
- A mouse,
- Windows 8.1, or 10 whenever that comes out,
- I already got a monitor
- andddd, a CPU (AMD or Intel, idk which is better for gaming) with at least 3.0 GHz
- No more than $1, 500, maybe $2,000, that's the MAX
How much FPS do you think I'd get from this?

OP, I suggest you wait less than two weeks for Intel to launch its new Skylake CPUs. I'll come back (on my own Skylake machine ) and put together a parts list for you then.

Most people get an insane amount of hard drive memory and RAM.. It's not really necessarry. (16gb is fine, not too much like people said, but 3 tb is insane. I use like 10gb out of my 200 SSD)
Also, a 2.5GHz CPU should work just as well and be a lot cheaper. I use an AMD 8-core 4.5 GHz (tho I only get 2.8) processor that was only 250$.
As for video cards, I'd recommend an AMD Raedon

again, I built this for myself.. which it does exactly as it needs to.
-I've maxed out the 32gb of memory and hit the page file before
-My total storage on this computer is about 70% full (and i've recently added 2TB onto it.. lol)
-The PSU is there so I can eventually do crossfire if i chose to do so (or for other upgrades/add ons i may want to do)
-I really can't complain about the card considering the gtx 970 is about the same cost and has roughly the same performance (http://www.hwcompare.com/18034/geforce- ... on-r9-290/)
and lastly, it's a really simple task to just slim down what I have and cut the cost by about 500$, which Does come under the OP's budget of 1500$ and does not sacrifice any performance.

A higher CPU clock frequency does not mean a higher performance. You'll have a quality mobo with a great fan, so you'll be able to overclock it without a problem (the mobo has the Z97 chipset, which is a great chipset for gaming & overclocking). The PSU is fully modular, so the cable management will be easier and cleaner. NZXT makes quality cases, and it looks sexy! For the keyboard, I choose a mechanical keyboard, and from what I saw from the pictures, it has volume buttons.
