Ok, well first is it bukkit? If so, install a permissions plugin, there are many good ones, here are a few:
http://ess.khhq.net/wiki/Group_Manager

http://dev.bukkit.org/server-mods/permissionsex/

After that, you'll need to run your server, and the files should appear in the server folder.
