How to upload a Mod?

Help i am trying to upload a mod to this site but have no idea how any help?

Unfortunately, "low level members" can't upload mods. You'll need to either get a higher level, or contact the site owner or something
.
Once you're at a high enough level:
1. Click the MODS section.
2. Under the large image, click the blue UPLOAD MOD button.
3. Follow the on-screen instructions.

On step 3, if it tells you that uploading mods are disabled for you, it's because your level is still too low.

Do you know how to level up and what level is needed to post mods ?

You level up from experience gained from posting other submissions like skins/projects/etc and you need level 2 in order to post mods.
