How do you apply for contest judge?

I am pretty new to pmc so i want to learn a few things. The first thing I noticed was a contest, so I clicked on it and it said something about judges. I don't understand it, please help!

Judges are members that judge official site contests and it's skins. They are the main selectors of the finalist skins, as well as the scorers of the finalist skins. It is an open group which members may apply for(I'll go over how to do this if you wish..). I hope that answers all of your questions.
