How do you download Resource Packs?

Does anyone know how to download texture packs, please no links to websites on how to, I was trying to download this one pack, and I can't figure out how to drag it to the resource pack page on Minecraft.

Download the resource pack then go to Minecraft and then resource packs and then click open resouce pack folder and then drag the pack into the folder. Hope I helped
