Before anything, I'm pretty sure that the issue is not my computer since I have a really beefy computer that can run about anything smoothly.
Lately, I've been experiencing some lag in Minecraft and I didn't know why until I noticed that I had in average 700 chunk updates. The most I've had was 1600. I tried turning some things off in the video options (Clouds for example) but nothing worked. I tried allocating more ram to the game and something wierd happened, my used memory kept going up and down from 1% to 45%. It would rapidly climb up to 45% and then go back down to 1%. I'm not sure if it's supposed to do that.

Any ideas on how to fix it?

You dont seem like a noob and i dont think i have read this properly xD but you have tried turning down your render distance right?
Have you also tryed deleting everything to do with mincraft (You can put your worlds on a memory stick and re add them) So do %appdata% in your search bar (windows) and delete the .minecraft then delete the minecraft shortcut. After this redownload minecraft and install it again
- Some times the simple things work

Yep, I completely reset my minecraft and it still didn't work. I also tried to turn the render distance down but my chunk updates don't go down, it only makes my fps go up.

Shift+F3.
This will tell you what is taking down your FPS.

Do you have any mods installed or are you running vanilla?
Also, any custom java arguments?
