Task manager shows you how much you're using. That means that you are not uploading or downloading anything major, not your internet speed.

You marked out Waaaay too much stuff in this picture.
the SSID is probably the ONLY thing you should've marked out...
so.. i'll ask this.. what is your DNS, Default Gateway set to?

Plus my pc thinks that my connection is a public network, while it should be private
Anyone know how to change it?

Yes but it seems like something is blocking it. I checked and it is not anti-malware program or win firewall.

Do you have the proper wifi drivers?

Press print screen on your keyboard (may be prtscr or printscr or something like that)
Go to imgur.com
Press 'Upload images'
Hold ctrl and whilst holding press v (paste shortcut)
Press 'Start Upload'
Now it is uploaded, look at the right hand side at all those URLs. Copy the 'Direct Link (email & IM)' URL.
Go to this thread and click the SIMG button.

I took out my WiFi USB and put it back after ten seconds. It made my internet come back for only a few seconds.

Have you looked around at disabling some added features of many modern ethernet drivers? Things such as "Energy Efficient Ethernet" or "Gigabit Auto-Disable" may cause compatibility issues with your particular hardware.
