Ebay, Craigslist, or another countries version of craigslist.
http://gpushack.com/ is another site that has cheap refurb cards, like a 280 for the price of a brand new 270x.

Cant find any decent parts on Craigslist :/

If you give it time, you might just find a very good deal. I got a GTX 980 for $425 and two 4K IPS Dell monitors for $200 each on Craigslist. The best competition on eBay was a $475 GTX 980 and a 4K IPS Korean monitor for $300.

I'd recommend Ebay, they have a lot of reputable computer vendors on there.
It's never failed me in terms of finding what I need, they've got quite a lot of stock coming from a whole lot of different people.
