Does anyone know a cape maker that does not need to be downloaded? Im trying to make one for my friend.

You can set a cape to your account the same way you would a skin. Of course to see the capes you need to add the mod to your minecraft, which is explained on the site.

To make a cape is as simple as making a skin, download a preset from that site, and edit it as you see fit. I recommend using either GIMP, MSpaint, or paint.net to make it whatever you want.

If you don't need it custom, mccapes has a huge bank of capes available. It's a really fun mod, you can pretend you're a minecraft employee and wear the mojang cape.
