Assuming you are running a server you can mod (like CraftBukkit) you simply drop the mod into the plugins folder and restart the server. Depending on the mod, it will create its own folder with configuration file you can adjust the settings on.

Do I have to downgrade from 1.7.4?

If you are running the regular vanilla server from minecraft.net , then you will need different server software. I would recommend CraftBukkit. With this you can add mods. You can't with the regular plain old vanilla minecraft server. http://bukkit.org/ Do a lot of reading. :)

Technically the server version is 1.7.2. Unlike most of the time, you don't have to worry about it though. Everyone that has the 1.7.4 client will be able to play on the special craftbukkit 1.7.2 server.

Brain fart, you may be correct. If you are referring to client side modifications to your client, then forget everything I typed. :)
