Minecraft_server.exe does not load the server {please help}

I followed the wiki entry on how to start my own server, im using uTorrent to port forward, i have not used the .bat file part of the wiki because i do not understand it.
I have switched eula to true, ive sorted my server properties, as far as i can see there are no problems, but when i open the minecraft_server.1.8.9.exe program, it opens fine and stays open, but nothing else happens, it does not try to run the server. the log stays completely blank and it does not start the server.

First of all you dont use minecraft_server.exe you use minecraft_server.exe(VERSION)
also first run it it wont work at first then click eula.txt and where is says false type TRUE
then run it again and it should work to join your server go to servers then click direct contact and type localhost and join

Hmm try looking for a Windows Batch File named 'Start' and use that
