Minecraft Server Troubles
I am trying to make a server for me and my friends but I seem to have some trouble and I'm not sure what it is. I have nothing in the server-ip place and I have 25565 in the server-port. I think something might be wrong in the port forwarding, when I add a custom server ( I have a net-gear router ) I have it set to TCP/UDP, the external and internal port range are both set to 25565-25565, this is were I think i have an issue because I thought it was only supposed to say 25565 only. I use my IPv4 address to connect and that works but my public ip does not work when i try to connect. I would very much appreciate some help with this. Please and Thank You.

You're out of luck, then. You might want to check out server.pro if you want a free (but slightly restricted) online host.

If so, it appears you may be out of luck. Despite double-checking your port forwarding configuration and adding exceptions to your Windows firewall, it's still not working. My only guess is that your Internet provider has blacklisted web and game server ports to prevent people from hosting things on their home connections.

I allowed it through the firewall as you said how to do, I check to see if I could join off of my public ip and I still couldn't I got "java.net.ConnectException: Connection refused: no further information: "

As I said in my first post, you cannot join using your external IP. You need to check with the port checker tool I linked previously.

If you've double-checked and made sure that 192.168.1.3 is indeed your laptop's internal IP address, then one of two things is happening:
1. Windows Firewall on your laptop is blocking incoming connections on port 25565.
2. Your ISP is blocking connections for things like web and game servers.
Since we can't do anything about the second scenario, here is what you can do to hopefully resolve the first one:
1. Open the Start Menu and search for "Windows Firewall with Advanced Security." (Read: not "Windows Firewall")
2. On the left panel, select Inbound Rules.
3. Then, on the right panel, select New Rule.
4. Create a port rule for TCP port 25565. The wizard is very straightforward.
5. Repeat steps 3 and 4 for UDP port 25565 (for query).
Restart the server, and check to see if the port is open.

Guys, it is clear from OP's original post that he knows what he needs to do to port forward. Please stop suggesting ways to do so, and leave room for people to help him figure out what small thing he probably missed. When you know what to do and it's still not working, the problem is almost always the result of a small, overlooked thing.

A process that takes place on your router. The first step would be to find any instructions you can for how to do it, as anything regarding network configuration is picky and likely to break if not done perfectly. The process differs by router.
Besides that, figuring out its username and password's a good start. Unless they've been changed, they should be right on the router itself.

I created a new rule in my firewall to allow Minecraft in and out, is that what you're talking about?

Oh my bad, yes I do. After I type in all the other things I choose the name of my laptop and also check that it is the correct IPv4

Is there a check box or similar next to the entry to enable/disable the forwarded port?

All I see is a button at the stop of the port custom service is Apply, and I have chosen that and it still has not allowed it to work

That's not an internal IP, that's the port range.
An IPv4 address follows the format XXX.XXX.XXX.XXX.

You usually can't connect to a local server using your external IP.
Check to see if the port is open using this tool. Make sure the server is running when you test, because if not, the port will appear to be closed even if it's open on the router.
