actually, it's just novaskin, paint and Microsoft photo editor.

Something like that, except without either of the people in it.
Effect: I like the effect that was on the bottom left of your examples, except the effecct is only on the skin.
Pose: Exactly what the girl on the left is doing in the pic used for the background.
Item: None.
