Ok well i cant answer the first question because i have the same problem.
But here is the answer to question 2:

Become friends and learn what she likes, listen to her feelings.(That might be kinda hard it can get annoying, But not for me) And slowly wait for the right time to ask her out.


And if your not to shy just walk up to her and ASK HER OUT!!!
