If you really want mods, you should go to 1.8.0 instead. A tutorial (not made by me) is over here: http://wn.com/How_To_Install_Mods_To_MineCraft_1.8.1

You can access the resource pack folder much easier. Just go to minecraft options....

Hello!
To use a texture pack, you have to download it as a .rar file, and do the next:
- Click on the Windows Start icon
- Type %appdata% into search
- Click on 'Roaming'
- Click on '.minecraft' folder
- Click on 'resourcepacks' folder, and paste the .rar file there.
That's it!
I don't know how to use mods, sorry.

For texture packs you can only use .zip files.
To get to .minecraft folder, do Win+R to open the Run application, and type %appdata% into there.

I thought forge 1.8 worked with all mods of 1.8.x. But I haven't played minecraft in months.
