is it legal to place paypal donation button in the post of texture pack? I see some people doing it. Is that ok or they are breaking site rules?

Yes, it's fine. Linking a donation button/link at the bottom of your submission for people to donate if they like your post is totally fine, assuming the purpose of the post isn't "please donate, I need money".
