I think it may be a problem with worldguard? It is a seperate multiverse world, that I want users to be able to freemine in (note, towny is toggled off in this world.) Nobody who isnt an op/admin can break blocks in their towns either. I am reading about worldguard now

nope. I disabled worldguard, same problem. Users have towny.claimed.owntown.* fyi.
I am using the mcmyadmin permissions and groups

modifyworld.* you need to add this because you are using modifyworld plugin
