what would be cool is a skin customization thing, where you just make parts of skins and upload them, and then people can customize a skin to make it however they want with the random parts submitted.

Yeah that would be cool, anyone know if Paril's skin maker thing, make 1.8 skins, and can anyone help me use it, i mostly use browser skinmakers that dont make 1.8 skins.

Edit: I just re-read the OP and figured I should clarify. PMC doesn't allow use of pre-made parts provided by many skinning applications. You could still use applications like Novaskin or SkinCraft as long as you didn't use any pre-made parts that may be provided. Everything has to be 100% made by you.

This is not the "official PMC skin maker" ,because there is no "official skin maker", one but this is a popular skin maker by paril.
