Port Forwarding Troubles

Are you new to setting up a server and need a bit of pointing in the right direction? This is the place to be.

Hello, I have recently decided to open up my own Tekkit server. I had done so earlier this year, port-forwarded and everything worked like a dream until my IP changed. From that moment i kind of quit. But now i wish to reopen my server but it wont let me port-forward the Minecraft port 25565. i have tried and tried again to get it to work but when I try to "Add" the port it will say "This rule is in use for PC HP213141234. Please First remove it from the PC.". Yes i have tried to Google a solution but I just can't figure out how to remove the rule from the PC. By the way the other PC is connected to the same network and I do have access to it.

Well I think the port does not have to be 25565 so try another port maybe
I HATE it when websites ask you R U HUMAN? It's like no I'm a freaking toaster with hands.....I'm a boss so don't tell me what to do I'll fire you.

Port forward like normal, but try a different port like 25563 25566 25567 ect... But you have to allow an inbound and outbound rule through your firewall. I know you're probably going to feel uneasy about allowing these exceptions through your firewall, but you're at no risk.

So i have port-forwarded for the 25566 port. But im not quite sure how to allow inbound and outbound rule. Btw i tested my port-forwarding for 25566 and it worked and is now open. TY!
