9 Year Ban?

A couple months ago my brother hacked into my account and used it to post links to his viruses. This was about that time the [i]Virus Alert[i] post was made. Due to that, my account was permanently IP banned. For some reason, the ban was lifted and as you see, I can now log on. I wanted to post a project, a city on my server, but it said that uploading was disabled for over 9 years. How can this ban be lifted, if at all, or how can I get around it? Can any admins help me out?
