So, I just downloaded tekkit and went into it, but when I make a new world in tekkit, everything is BLUE! Like its only the sky. I also tried to join a server and it still does that. Can anyone help me out with this?

Was it the Technic Launcher that you downloaded? Or just some autoinstaller? You need the Technic launcher for it to work right.

Try looking at your terrain.png file. If it's all blue, there's your problem. If it's not, well, I just don't know.

Just reset your desired rendering distance.

This might be related somewhat to using Optifine and using a render distance above "Far" before installing Technic/Tekkit. And Render distance gets set into the minus figures.

Negative RD would explain the problem. Having not used optifine until after I installed Tekkit, and mine worked fine, I think that's probably the cause.
