cow farm help

so i made a HUGE underground fort on a factions server and added a cow farm but the cows wont breed i feed them wheat and they "kiss" but no baby spawns i did tons of things to solve the problem i added more room i added grass i made the roof higher but nothing happens what do i do

possibly the server owner has animal breeding turned off for some reason?

ok i thought it was because it was underground for some reason but idk thats a possibility thank you
