Single player-World painter, mc edit, Worldedit (comes with single player commands). Also if you have single player commands w/ Worldedit, I recommend InHaze's Worldedit scripts! They help with terraforming a lot! (just go into his account)
Multiplayer- voxelSniper, Worldedit (these are server plugins, but it's easy to make a server, and voxelSniper is useful! ..if I knew how to use it....)
Hope this helped! :)

Is there any way to make a server without paying for it?

Pay for a server? You don't pay for that... If your talking about paying for minecraft, you can't make a server without a minecraft account.

Terraforming block by block is easy if your doing a small area, if your doing a massive mountain or a deep ravine, easier to use tools eg Worldedit etc. look at xenocide's tutorial if you need help terraforming.
