Best version to use for modding?

which of the latest versions has the most/best mods
(trying to decide between 1.7.10 or 1.8 just because of mo creatures
but 1.8 seems lacking in the mod department. Also 1.8 seems to run better.)
or should i just go to 1.8.9 already

I'm not going to make a modpack or anything I'm just going to mod
the game so i can play.
I was playing 1.7.10 w/ mods before and I always seemed to run
into some kind of issue while playing.
