Is my server okay for about 10 people to play?

I've created a private server for some of my friends, and recently a few people quit because of the lag. In order to fix the lag I turned off snooper and allocated 8GBs of RAM to it. I have a Windows 10 OS and my computer runs at 1.73Ghz and a maximum of 16GBs of RAM. Could 10 people play on the server at once without too much lag?

Oh thank you all for your replies. I wasn't sure if the CPU affected how the server ran, now I know. I do get "Can't keep up" messages from time to time, but at the moment, the server seems to be running fine.
