Minecraft Cloaks "Capes"

So, I may seem like an idiot for asking, but what exactly are "cloaks".
I know that during X-Mas 2010 and New Years as well, everyone got some kind of cape but I never see anyone on any online servers wearing one. Was it just a one time thing and then they all disappeared or what? Could someone explain to me what they are and what they do?

there are mods available that allow you to wear them any time you like too.

They are used (by Notch) and the Mojang team. on speacial ocasions, they will ad them to players, but not all the time..
