Hey there Bzaki here and i have a problem
i made a server not yet published i'm still doing spawn with cousin
and what i was asking if there is a plugin that you cant attack other players
in spawn only outside and also monsters cant come inside or attack inside spawn

Try WorldGuard, it allows you to set up areas that have no-pvp, no monster spawning, messages on entry/exit, and even stuff like being invulnerable while inside the area.

I agree, I think WorldGuard would be the best option for what you want.

The bukkitdev page has a lot of info (http://dev.bukkit.org/server-mods/worldguard/), and all the region flags (how you would set up your spawn) are documented in the wiki (specifically, this page: http://wiki.sk89q.com/wiki/WorldGuard/Regions).
