Do texture packs need all new textures, or can you use some default textures

Technically a pack can have some of the old textures. Usually a pack with all new textures is a lot better though.

Actually I think there's a word for ones that have default textures.

But are they allowed. Default skins aren't alowwed

Generally, people build off the template of the default texture pack, so releasing a texture pack that isn't finished and still has some default texture packs because you haven't had the opportunity to finish them is allowed, as long as the finished project is your own work. Please avoid using default textures in final versions.
