What exactly does it mean? That the website programmers must optimize it, or that you have to be a higher level to use it?

Its disabled for everyone I believe, I think because Cyprezz felt other things were much more important to work on.

From the error message it says that it's a resource intensive feature. I would assume that having it enabled would cause site-wide degradation from all the people using it constantly.
