I do believe that when someone uploads something be it texture pack, skin, or anything else they should be required to provide at least some amount of description to let us know they put some effort into the submitted thing in question, it wouldn't even have to be allot, say just like at least a couple of words or so.

I think it would be a good addition, as there are some skins and texture packs that don't add anything for a description, so most of the time I am left wondering what the thing is about if the title of the thing in question doesn't itself tell me what the thing is about.
