Just a short question, If I want a resource pack on my server that players can download when they join, would it work if i
-join the server
-go to the ingame "esc" settings
-and add a resource pack from there
Would this only show the resource pack for just me? Or will it be available for all players to download?

It would only show for you. You need to edit server.properties for what you want to accomplish
