I need a few good tips on a texture pack creator of some sort so I can submitt all my ideas :D!

GIMP+minecraft=best tex pack creator also you can use it for other stuff

Paint.NET. Free and according to Minecraft Wiki, Notch himself uses it.

Paint.net is what I made my texture pack with :D
Although I wouldn't recommend it for anything else.

Paint.Net doesn't have the ability to make transparent blocks like glass

Of course it does, I think you might have confused that with Microsoft Paint.

Oviously, PAINT.NET is the best editor for texture packs because you can customize the "blocks" or "big pixels"; whatever you want to call it easier than any other program :)
