Are there rules of making a modpack? do you need consent of the mod makers to distribute it? I'm new to modding.

Usually modders include whether or not their mod can be re-distributed freely and if it can be included in mod packs. If the post doesn't specify either of those, it's safe to assume that the answer is no and that you should contact the mod creator for clarification and/or permission to include it in your mod pack, since they hold the rights to their own mod.

If this is something you want to share on PMC, you should be aware that mod packs can only be posted in our submissions section if you created all the mods contained in the pack and none of the mods contained in it are posted individually anywhere on our site. For all other mod packs, please share them in an appropriate section of the forum.

Mod Packs: These almost always include content that is pulled from multiple sources and is not allowed. If you are the sole author of all of the mods in the modpack, you may post one as long as none of the mods are posted on Planet Minecraft individually.

This is straight from the rules.
