No, he asked if the build would be good for streaming. Not whether it was a good build or not. But it is a bad build so whatever. The build can stream just fine.

The magic of eBay. $325 for a 290x. If you want to buy a card that is older and not being manufactured anymore, then get a 7790. If you don't, then I highly recommend you get something else. For comparison, I put the 7790 to a 270x, which costs about $160. Even if OP only had a budget of around $500, going by the list it has, it puts about $80 or $90 for a GPU. the r7 260x still does better than the 7790, and has the same pricetag.
A MUCH, MUCH better build that fits the OP's budget is the one I am going to put in. It doesn't have the most powerful processor, but it leaves room so the OP can upgrade their CPU to a 5th-gen i5 when they get the money. The total comes out to about $550 to start with, but with mail-in-rebates it comes down to just below $500.
If the extra money just can't be found, here is a downscaled version of that build that will still do what the OP needs and comes out (without rebates) to about $520.

The question wasn't "Is it a well priced out build with the cheapest but best parts" It's is it decent enough to stream, and yes, it is. You can stream decently on this build. But yes, it is not a good build.

Short answer: No. You won't be able to find that GPU anywhere as it's discontinued, that RAM is overpriced, and that motherboard is terrible.
