I think that, with blogs, there should be a Tutorials tab so people know how to make mods, texture packs, etc. and also put them on.
It's just an idea.

Guys, there is a tutorial section. Click on the blogs tab, and it's one of the first things you see when the page loads.

Yup, blog submissions have a tutorial category. Another entire section dedicated to tutorials is not needed, in my opinion. Also, there is currently an ongoing contest with the theme being tutorials. Find more info about the contest here.
