Very low framerates even on low settings
I am using Minecraft 1.8.9 and have been getting less than 20 fps on both minimum graphics settings and maximum graphics settings. Both on singleplayer and multiplayer. I have tried using Optifine and not using Optifine. Performance is slightly better with Optifine. My Minecraft installation is heavily modded with about 40 mods. I removed the mods and still have very low frame rates. I have reinstalled Java and updated graphics drivers. Massive amounts of memory are used.

its not the amount of cores you have, its how fast they run also having more ram allocated to mc makes the cpu work even harder, never use more than what you need, or not enough in some cases

It turns out Java has issues when it comes to NUMA memory nodes. Java does not work well with ECC memory and multiple CPUs.

Must be an exclusively client-side thing. The server doesn't have that kind of issue as far as I can tell. My server used to run on a pair of Xeon 5160's and 16GB of ECC RAM, and did not experience excessive RAM usage or abnormally low performance.

RAM usage is high but that is not a problem. The FPS is around 70 on maximum settings in most parts of the world. There are serious frame drops in some parts of the world. So the problem with the Java Runtime has been solved. It seems another contributor to frame drops is the corrupted chunks.

Anyway, I deleted the runtime folder and performance is much better in most areas of the map. I ran systeminfo.bat and after a few seconds the command prompt just disappeared.
Is the RAM usage back in check?

My friend had the same issue what I did for him was delete the .minecraft directory and switch to minecraft.jar instead of the new .exe and it completely fixed his issues i'm not exactly what happens but to me it seems to do with how the .exe handles things

Xeons for gaming? That's either you overdoing it, or you trying to be cheap. Either way, I'd look at CPU usage...

If I was cheap I wouldn't spend this much money on a PC. This PC is not just used for Minecraft. It is also used as a file server, virtualization, software development, and 3D rendering.

I ran malware scans with both MalwareBytes and Windows Defender. The dual-CPU setup is not the problem. When I first installed the second CPU Minecraft ran very well. A few weeks after something changed. A few days ago I doubled the RAM to 128 GB. This world runs just fine on the server which only has 16 GB of RAM but still has two processors. I will have to backup worlds and resource packs and then delete the whole .minecraft directory.

Try re-installing minecraft. It could have damaged it beyond repair, as the reason of re-installation

The RAM usage isn't an issue. The issue is the lag spikes and frame drops in certain chunks. By the way I have upgraded the memory. System Specifications are as follows:

Minecraft just doesn't give up hogging memory. I will have to test each mod one by one to see which one has a memory leak. Also the map is 2.3 GB.

I can tell you straight away that the RAM usage is very likely a symptom of the issue.
Have you reinstalled Minecraft's Java runtime, i.e. deleted it and ran Minecraft to redownload it?

Giving too much ram to Minecraft can limit what Windows can use, and will hurt performance, by a lot. But that doesn't seem to be your case, since you have so much ram. Not really sure what the problem is, unless for some reason Minecraft and Java aren't playing well with your dual CPU setup.

This is not an old PC. Plays.tv is not in the task manager even in the details tab.

You must be running an old dedicated machine as a PC. In task manager close a program called plays.tv. This program has been recently causing problems with minecraft. You can also allocate less ram to minecraft. 1 to 2gb recommended.
Plays.tv is bundled togather with AMD GPU Drivers. So its installed automatically and causes problems without knowing.

I did not use the .msi installer. I have not noticed any performance differences with or without Java installed.

If it ran without Java installed on your computer, then it is using its own runtime it downloaded to the same folder as the executable. Delete the runtime folder and relaunch Minecraft.

Something is seriously wrong with your Java installation. Minecraft will launch with 128MB of memory allocated. It's playable with 512MB and up. Source: my own testing.
Did you install Minecraft using the new .MSI installer? If so, go into C:\Program Files (x86)\Minecraft and delete the runtime folder. That will force Minecraft to redownload the Java runtime it uses.
If you installed the version of Minecraft that requires Java to already be installed to run, Uninstall all versions of Java from the Control Panel and reinstall the latest version of the Java 8 JRE (or JDK if you code).

Full Malware scans were ran and there were no problems. I have created a new directory and started over and only gotten slightly better performance. Minecraft won't even load with less the 8 GB of RAM.

2) Make a clean installation of Minecraft (yes, this means remove everything). Be sure to backup any worlds, resource packs, and screenshots you may want. Then simple delete your Minecraft directory and start fresh.
3) Decrease the amount of RAM you allocate to Minecraft (down to 1 or 2GB, no more).
4) Run a Memory Diagnostic - open a command prompt and enter mdsched. This will check your installed RAM for problems, restart your PC, and then show you if there are issues + possible fixes.

The GPU may be damaged but why would it only affect Minecraft? Anyways the problem has been somewhat solved. I have created a new profile in the launcher and put it under a different directory. I have installed all the mods, resourcepacks, and maps. The FPS is much higher in some parts of the map(around 70 FPS). In some chunks the FPS is still very low.

I have allocated only 4 GB to Minecraft and it fails to start. It runs out of memory before it hits the title screen. I have no need to close any background applications because there is plenty of RAM and CPU power in this machine. These low framerates weren't always a problem. A few weeks ago I was able to get over 300 FPS. Now I get less than 30. I have tried this installation with another machine (Intel Core i7 4650U/8 GB RAM) and the framerates are around 48 FPS and 6 GB of memory is used. Note the world I am playing on is 2.3 GB.
