I'm in the middle of making a mini game that uses a texture pack but I don't know what application to use, I normal use Photoshop for things like this but that has a transparent side to all of the brush's. If people don't mind but I would like to know what others use to make 128x or 64x texture packs.

I use GIMP right now, but a bit later today I should be receiving a TB harddrive and Photoshop!
I haven't ever used Photoshop, and GIMP has done me well.

Photoshop is a very powerful program, it took me a bit to get use to but when I did the art that was coming out was amazing. I hope the same happens with you

If you're talking about the texture having a transparent side.
Try turning off anti-aliasing.

Photoshop is literally the best program that you could use if you want to make a good texture pack, but if you're looking for something simple just use Paint.net.

Since you're used to Photoshop, you can use GIMP which is similar just with less stuff, the simplest I know that works best with texture packs is Paint.NET
Also, I don't fully understand WHY you don't want to use Photoshop?

What do you mean it has a transparent side? Just change your brush settings so there is no feather and it is single pixel, you can do a few pixels as well i think. I might be wrong but its called "pencil" under your brush.
